Abstract

The PSU-DOST 1 Food Innovation Center (FIC) at Pangasinan State University - Bayambang Campus relied on paper-based and manually assisted processes for research and development documentation, project monitoring, inventory recording, and information retrieval. This study designed and developed a web-based management system intended to improve the organization, accessibility, and monitoring of these records and processes. A descriptive research design was used, supported by unstructured interviews with FIC personnel and purposive selection of three system testers composed of one secretary and two researchers. Rapid Application Development (RAD) guided the requirements planning, user design, rapid construction, and cutover stages. The system was developed using HTML, CSS, Bootstrap, JavaScript, PHP, and MySQL and incorporated modules for user, sponsor and client information, contracts, research and development files, project monitoring, inventory, and report generation. Usability was evaluated through an adapted Software Usability Measurement Inventory (SUMI) covering efficiency, affect, helpfulness, control, and learnability. Results showed weighted means of 4.03, 3.90, 3.87, 3.83, and 3.77, respectively, with an overall mean of 3.88, interpreted as usable. The developed system addressed the major problems identified in the existing process, particularly document organization, data retrieval, project progress tracking, inventory management, and report preparation. The findings support the use of the system as a computerized alternative to the Center's previous paper-based procedures, while continued software updating is recommended to respond to future user requirements.
